English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new poll of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in Kent said its property management strategy included the sale of a shopping centre in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise council taxes next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week also found local finances being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the scale of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
