'Treat game'
The legal representative, handling the case, described Ruben's offending to the judicial body.
She stated his victims were under-privileged children who were participating in a summer program which he operated.
The man played a "sweet game" with the minors, the legal counsel explained, in which he would enter the children's bedrooms when they were getting ready for bed and request they to consume candy "as fast as possible".
She told the court the man had engaged in this activity with the young males "over an extended period", and children had previously fallen ill the following morning.
She said the man had been successful in rationalizing this repeatedly as the minors being "overwrought by enjoyment", until his family member had concerns in recently.
The legal representative added: "Recently" his family member had concerns about the activities, for good reason.
"They resolved" to investigate in the defendant's belongings."
The legal counsel said objects including baby oil, ointment and injection devices were discovered, and his stepson contacted the police about his suspicions.
She explained the man proceeded to play the "treat game" with six children that time - July 26th - and they were everyone unwell the following morning.
"Authorities" had not arrived by that time," she stated further.
The police watchdog, the police conduct office, previously told that it was examining the police response of the events.
The legal representative said the children were having difficulty walking due to their sickness, so Ruben's stepson notified the law enforcement a second time.
She stated Ruben then conducted the "candy game" in a space of five youngsters.
